Christina L. Serra – Assistant Vice President, Compliance and Ethics

Christina Serra serves as the Assistant Vice President for Compliance and Ethics. In this role Ms. Serra is responsible for implementing and sustaining the university-wide compliance and ethics program while also directing specific programs on conflict of interest and commitment, youth protection, privacy, code of conduct, ethical conduct, culture surveys, IntegrityLine and investigations, as well as compliance and ethics training and awareness campaigns. Her compliance and ethics career spans 21 years building compliance and ethics programs from the ground up for multinational companies in the financial services, insurance, manufacturing, and industrial services industries, and in the last 11 years, within higher education at UCF. Ms. Serra attended Wilmington University where she earned a Bachelor of Science in Behavioral Science and a Master of Science in Organizational Leadership. Ms. Serra’s professional certifications include Certified Compliance and Ethics Professional and Certified Information Privacy Professional/United States.

Kimberley Thrash – Director of Privacy Compliance

Kimberley Thrash joined the University of Central Florida in 2012 and transitioned to  University Compliance and Ethics in 2024 as the Director of Privacy Compliance. In this role, Ms. Thrash directs the university’s privacy compliance program and serves as the university’s HIPAA privacy officer and HIPAA security officer. Ms. Thrash responds to privacy complaints, inquiries, and concerns; coordinates responses to potential or actual breaches involving protected health information and student records under the Family Educational Rights and Privacy Act; and ensures the university’s compliance with privacy regulations . Ms. Thrash also leads Health Insurance Portability and Accountability Act-related training, awareness, and monitoring efforts across the university. She holds a Bachelor of Arts in Psychology from the University of Maryland and a Master of Jurisprudence from Seton Hall University.

 

Georgiana DeBoer – Assistant Director, Compliance and Ethics

Georgiana DeBoer joined the University of Central Florida in 2011 and has worked in University Compliance and Ethics since 2014. She serves as the Assistant Director for Compliance and Ethics, directing the university’s conflict of interest and commitment program, compliance with state ethics laws and the university’s policy on gifts and honoraria, and employee related misconduct investigations. Ms. DeBoer received a Bachelor of Arts in English from Ithaca College, a Juris Doctorate from the University of Arkansas, and is a Certified Compliance and Ethics Professional. Outside of UCF, Georgiana loves to travel and now has two children that attend UCF.

 

Carla Markx – Manager, Compliance and Ethics

Carla Markx serves as the Manager, Compliance and Ethics within University Compliance and Ethics. Ms. Markx is responsible for managing the university’s Youth Protection Program, the development and monitoring of the office’s training portfolio and awareness campaigns, and office communications. Ms. Markx also manages the monitoring of state and federal regulatory legislation and reporting of foreign gifts and contracts. She began her career at UCF in 2010, as a Records Clerk within the University Police Department, and was promoted to the Clery Compliance Officer position shortly thereafter. Ms. Markx transitioned to University Compliance and Ethics as a Compliance Analyst in 2018. She attended Barry University where she earned a Bachelor of Science in Psychology and Seminole State College of Florida where she earned a Bachelor of Science in Health Sciences, Administration. Ms. Markx holds professional certifications as a Certified Compliance and Ethics Professional and a Florida Certified Records Manager.

Pamela Fletcher – Sr. Compliance Analyst

Pamela Fletcher joined UCF in 2021, in the Office of Nondiscrimination & Accommodations Compliance in the search compliance area.  In 2025, Ms. Fletcher transitioned to the University Compliance and Ethics team as a Senior Compliance Analyst.  In this role, Ms. Fletcher is responsible for supporting the comprehensive compliance and ethics program including compliance with federal and state foreign source gifts and contracts reporting, compliance with the university’s Youth Protection Program, monitoring and assessing impact of changes in laws affecting compliance areas within the office’s responsibility and supporting the compliance and ethics training program. Prior to this role, Ms. Fletcher worked for more than 25 years in various Human Resources leadership positions in health care and higher education, ensuring employer compliance with federal and state employment laws and regulations. Ms. Fletcher earned a Bachelor of Business Administration, as well as a Masters of Business Administration.  Her professional certifications include Society of Human Resources Management – Senior Certified Professional (SHRM-SCP) and Florida Public Sector Labor Relations Professional from the Florida Public Employer Labor Relations Association.

Andrew Read – Compliance Investigator

Andrew Read serves as a Compliance Investigator for University Compliance and Ethics. In this position, Mr. Read supports the development and operation of an integrated and comprehensive compliance and ethics program by conducting investigations and managing reports submitted through UCF’s IntegrityLine. Mr. Read is a proud UCF alumnus, graduating with a Bachelor of Science in Criminal Justice in 2012. After graduating, Mr. Read served as investigator and supervisor for the Department of Children and Families. He later served as a senior manager in the Office of Professional Standards for Orange County Public Schools. Mr. Read is also a Certified Compliance and Ethics Professional.

Melly Lopez – Program Coordinator, Compliance and Ethics

Melly Lopez serves as the Compliance and Ethics Coordinator for University Compliance and Ethics. She contributes to the advancement of institutional compliance through the development of compliance training courses, website and publication content, awareness campaigns, and the university’s Youth Protection Program. With over a decade of experience in higher education, she has been with UCF since 2018. Prior to joining University Compliance and Ethics in 2022, Ms. Lopez served as Executive Assistant II in the College of Health Professions and Sciences Dean’s Office, where she supported strategic initiatives, faculty affairs, HR functions, and event and operational planning. Her earlier roles across various institutions included compliance monitoring, student advising, recruitment and retention, and accreditation processes. Ms. Lopez also serves as Chair of the University Staff Advisory Council’s Sunshine Committee, where she helps lead efforts that cultivate a campus culture that embodies collegiality, gratitude, and fun. She holds a Bachelor of Arts in Psychology from Lehman College and a Master of Arts from John Jay College of Criminal Justice. Ms. Lopez is also a Certified Compliance and Ethics Professional.

David L. Amaro – Compliance and Ethics Coordinator 

David L. Amaro serves as the Compliance and Ethics Coordinator in University Compliance and Ethics.  In this role, Mr. Amaro supports the university’s Conflict of Interest and Commitment Program and helps ensure compliance with state ethics laws and university policies regarding gifts and honoraria.  Prior to this position, Mr. Amaro worked in the Office of Nondiscrimination & Accommodations Compliance, focusing on search compliance.  In addition to his compliance experience, Mr. Amaro brings over 17 years of Human Resources experience, where he managed a variety of functions.  Mr. Amaro holds a Bachelor of Science in Business Administration with a concentration in Management from the University of Central Florida and has earned the Certified Professional (SHRM-CP) credential from the Society for Human Resource Management.
